The previous live-in caregiver program has been closed and replaced with these two pilot programs: Home Child Care Provider Pilot and Home Support Worker Pilot. A foreign national can be granted permanent resident status after acquiring 24 months or more of qualifying work experience within the last 36 months. For English, you must get at least a Canadian Language Benchmark (CLB) level 5 in each section of an approved English test. The two approved language tests are IELTS and CELPIP. The equivalent score of CLB 5 for each test is:
If you prefer to be tested in French, the two approved language tests are TEF Canada and TCF Canada. The equivalent score of NCLC 5 for each test is:
If you do not have any qualifying work experience in Canada, you may acquire a valid job offer from an employer in order to submit a work permit application along with your permanent resident application. If approved, you will receive an occupation-specific work permit which allows you to work as a caregiver for any employer.
Once you have successfully acquired at least 24 months of work experience in Canada, you may submit your proof to IRCC who will then make a final decision on your permanent residence application.

The Home Child Care Provider Pilot and Home Support Worker Pilot both have the same education credential requirement. Anybody who applies to one of these two pilot programs needs at least a one-year post-secondary education credential. If this credential was not earned from a Canadian institution, then the applicant must also submit an Educational Credential Assessment (ECA) to prove that it qualifies as a one-year post-secondary credential in Canada.
